Senate committee Reviews Draft Report on Co-operative Societies Amendments

The Senate Committee on Trade, Industrialization, and Tourism convened in Machakos County to deliberate on the draft Report concerning the Co-operatives Societies (Amendment) Bill (Senate Bill No. 53 of 2023).

Proposed by Senator Mariam Omar, the bill aims to amend various sections of the Co-operative Societies Act to bring it in line with the provisions of Part Two of the Fourth Schedule of the Constitution, designating co-operative development as a devolved function.

Initially read for the First Time in the Senate on Thursday, February 29th, 2024, the bill has now undergone meticulous scrutiny by members of the committee, chaired by Senator Lenku Seki. The committee members meticulously examined each clause of the Amendment Bill, proposing amendments aimed at devolving the development of co-operative societies to counties.

In addition to reviewing the Co-operatives Societies Amendment Bill, the committee also delved into the draft Report on the Petition concerning the Fraudulent Acquisition of Shareholding at the East African Breweries Limited (EABL).

Upon completion of the review process, the Chairperson of the committee awaits the adoption of the final Report on the Co-operatives Societies (Amendment) Bill by a minimum of five committee members. Once adopted, the Chairperson will table the report for consideration on the Floor of the House.

The deliberations underscore the committee’s commitment to ensuring robust legislative frameworks that promote the growth and development of co-operative societies, in line with the principles of devolution and transparency.
