NYS Mtongwe still a Hub of Cartels and Public Funds Fraudsters

Despite years of public outbursts on endless corruption at National Youth Service (NYS) Mtongwe branch ,the institution continues to defy procurement and tendering regulations as the top leadership reaps and sweeps home almost everything.

The financial malpractices have immensely affected service delivery with reports indicating that the leadership is currently looking for local political leadership for financial help despite support from the National Government.

Concerned individuals have now viewed to write to Cabinet Secretary for Public Service Moses Kuria to pay a visit and take stalk of the mess at the institution.

The NYS Mtongwe branch is one the oldest and biggest in the country and has always admitted thousands of youths.

Operating as a technical college, the institution has helped train many youths in business skills while some have been used by the government in cleaning major towns and providing security in key government functions.

It is no longer the case with our investigations revealing that the institution is now being held captive by lethal cartel that targets it’s supply chain for supply of material and other services.

The cartel has always exaggerated quotations for payments where inflated invoicing is becoming a regular trend.

The institution was once on the spot for malpractices and this  prompted President William Ruto’s government to announce plans of re modelling the NYS with major changes lineup up in some of its branches across the country.

The government has already identified out key branches that are embroiled in corruption scandals, poor leadership and tribalism for possible leadership changes with NYS Mtongwe likely to be on the forefront.

The service has been accused of being a tendepreneur entity for suppliers who enjoy massive government support and have influence over its leadership.

At Mtongwe, leadership battles are still much alive among those fighting key officials includes some renowned supplier and other procurement senior officers from other government institutions.

A source from within the service poured his frustrations out, lamenting that some senior Government officials who work as procurement officers have managed to outmuscle other suppliers out of business and are now fighting behind the scenes to have those opposed to him kicked out.

“We wonder about those guys. Some are government officials but the normally do tenders through proxies,” the source said

The source has called on all investigative agencies to narrow down on those officials secretly and bring them into  book.

Key officers at the institution are still holding meeting in poshy hotels to plan on how  to loot millions of money.

Meetings are always held in Nyali, Vipingo and at poshy joints in the expansive South Coast.

We have established that the tendering rules are always tilted to defraud unsuspecting bidders who have to initially part with Sh100,000 to just have their bids considered.

The LPOs on the other hand as per our investigations are always  processed in a record time.

According to documents in our possession including recently signed cheques the officers normally demands 10-15 percent.

NYS is currently domiciled in the Ministry of Public Service, Gender and Affirmative Action following the restructuring of ministries.

It was previously under the Ministry of Youth, Sports and the Arts.
