Ngondi assures MCAs allowances will be paid Soon

Nairobi County Assembly Speaker Kennedy Ngondi has urged Members of the County Assembly (MCAs) to attend sittings of the Assembly as they fast-track on the payment of their pending allowances. Addressing the Media after a Kamukunji with the MCAs and the Assembly Clerk, Edward Gichana Ngondi said they are waiting for maybe up to three weeks when the Controller of Budget might have released the payments to the executive. Ngondi revealed that the pending bill for both the Assembly staff and the MCA’s is about 60M. at the moment.
“It is not our fault that we are not able to facilitate members in goodtime. We are faced with challenges of what is happening across the country because there is no money to honor their services in good time. The bills will be paid as we have got assurance from the COB that after the publishing of the budget and uploading, then we will be able to access the money. That will be in a record of three-four weeks,” Ngondi stated.
The speaker’s address came after the MCA’s failed to attend the Tuesday Plenary sitting asking him to explain why their allowances were accruing without any communication. On Tuesday afternoon, the Honorable members of the city could be heard chanting they are not attending the sitting until the pending bill is paid. “We will not get in even if you continue ringing the bell until the pending bill is paid,” they told the Surgent at the Assembly Lounge. On Monday, a section of the MCAs had given an ultimatum of 24 hours for the payment to be made accusing that some members were receiving the allowances while others were not.

However, the Speaker dismissed the allegations saying the work plan for the payment is prepared by the executive and there have been no payments done since the closure of the last financial year. β€œThe work plans are normally developed by the executive, so it is not in isolation that you can decide which to approve and which one not to. The Assembly is not independent as we get money from the executive. The issue of some members being paid allowances and others not is neither here nor there and that is politics,” Ngondi emphasized.

He stated that disciplinary actions will be taken on those that will fail to attend sittings as per the law and their sits declared vacant. Β
